Uruguay now has the legal framework to receive medicinal cannabis in transit and perform individual shipments to any destination under compassionate use programs. This provides a game changing scenario for exporters in terms of market access, providing exporters the possibility to export from origin in lots cost-efficiently, while customizing shipments to final patients at from near-shored, bonded warehouses.
MVD Free Airport is a company that operates the cargo terminal inside the airport for Montevideo under the airport free zone regime, providing an ideal context to receive cargo in lots from origin and perform pick-pack-ship operations to the final patient in full compliance with compassionate use guidelines.
“This is a solution for cannabis companies that want to export to individual patients in countries such as Brazil or Argentina but face the logistical and economic impracticality of having to obtain at origin an export permit for each individual shipment,” said Bruno Guella, Managing Director at MVD Free Airport. He described the simplicity of the distribution process as follows:
1.) Exporters would receive an import licence from the Uruguayan Ministry of Health.
2.) With this import licence, they can issue an Export permit and ship an SKU/Lot to Uruguay, wohere the cargo would be stored and remain in transit.
3.) If needed, bonded warehouse can perform conditioning operations to the cargo including stickering, labelling, packaging, invoice insertion, etc.
4.) Individual patients woould receive a prescription from the health authorities at destination. The Uruguayan Ministry of Health would net the stock received via the issued import license with the stock dispatched via the individual prescriptions.
In essence, exporters can dilute the costs and time frames necessary for export permits at origin, nearshore their inventory at bonded warehouses in Uruguay and perform the individual shipments from Uruguay to destination, providing access to the medicinal cannabis market under compassionate use programs.
